is Research Director for the Peace, Conflict and State research group at the Chr. Michelsen Institute (CMI), Bergen. Strand headed the Cyprus Centre of the International Peace Research Institute (PRIO), Oslo, from 2007 to 2009. He holds a PhD in Post-war Recovery Studies, with a specialisation in the coordination of humanitarian assistance in complex emergencies.
He has been team leader/member of several evaluations in Afghanistan, reviewing the operations and strategies of the Afghan government, UN agencies, donors and NGOs. He has also participated in several international studies and research projects on emergency responses, development cooperation, NGO coordination, risk assessment and peacebuilding.
