is an expert on political parties, government administration and adult education, and he has extensive experience in implementing programmes in conflict-prone political environments. Since 2003, he has been a senior programme manager for the National Democratic Institute’s political party strengthening programme in Haiti. Much of his research has focussed on social and electoral issues. He has also held political posts in El Salvador – as magistrate for the Supreme Electoral Tribunal and advisor to the Minister of Culture and Communications.
